Mieres city council has suffered a progressive demographic decline, due to the industrial crisis in traditional sectors, mainly in Coal mining, located in Caudal and Nalon coalfields.

Town Planning General instrument urges to face current situation provoked by a previous time of disorganized urban development, characterized by permissive controls far from the current strict ones. Therefore, solutions to improve current town planning and develop land for future growth against nowadays stagnations need to be provided.
